一：全国公共英语等级考试
简称PETS。全国公共英语等级考试是面向社会，以全体公民为对象的非学历性英语证书考试，是测试应试者英语交际能力的水平考试。由教育部考试中心主办，各地教育考试院社会考试办公室负责具体实施。PETS考试与其他相关考试之间的关系是：
1、用PETS-2和4级考试的标准分别来改造高考和研究生考试中的英语考试（非英语专业）（该项工作已基本达到预期目的）；
2、用PETS-2和3级考试分别替代高等教育自学考试中的专科和本科考试中的公共英语考试——英语(一)和英语(二)（该项工作正在进行）；
3、用PETS-5级考试替代全国外语水平考试中的英语考试WSK??EPT（该项工作已成功完成）。
PETS等级划分
公共英语考试等级根据难度由低到高分为一级B、一级、二级、三级、四级、五级。其中，五级由教育部考试中心选定的高等院校负责，其它级别的考试由各地教育考试院社会考试办公室负责具体实施。
1、PETS－1：一级是初始级，其考试要求略高于初中毕业生的英语水平（PETS－1B是全国公共英语等级考试的附属级）。
2、PETS－2：二级是中下级，相当于普通高中毕业生的英语水平（此级别笔试合格成绩可替代自学考试专科阶段英语（一）。
3、PETS－3：三级是中间级，相当于高中毕业后在大专院校又学了两年公共英语，笔试合格成绩可替代自学考试本科阶段英语（二）考试。
4、PETS－4：四级是中上级，相当于我国学生高中毕业后在大学至少又学习了3－4年的公共英语或自学了同等程度英语课程的水平。
5、PETS－5：五级是最高级，相当于我国大学英语专业二年级结束时的水平。是专为申请公派出国留学的人员设立的英语水平考试。

在多年的学习和教学实践中，我发现初学口语的最有效方法就是背诵英文句型或段落。在背回诵前答切记要跟着录音带大声朗读5遍以上。有读者会说，我试过了但记不住。其实，背诵时最好有中文译文，一边看句子，一边背。这样就可以确定背不下来是因为情节的连贯问题，而不是因为英语水平的问题，而是因为我们都活在应试教育里面的！
