首先一个句子里面有且只能有一个动词。am is are是be动词，就是连系动词。do， make等等是实版意动词，就是有实际权意义的动词。
你举的例子中，第一句话是一般现在时态，要用does构成疑问句。
第二句是将来时，be going to do是典型的将来时态。
我想你是时态的问题没学好，而不是什么情况用is或者does的问题。
