3、Ⅲ级响应 启动条件：某一省（区、市）行政区域内发生重大自然灾害，一次灾害过程出现下列情况之一的，启动Ⅲ级响应：

死亡50人以上、100人以下；紧急转移安置或需紧急生活救助50万人以上、100万人以下；倒塌和严重损坏房屋10万间或3万户以上、20万间或7万户以下；干旱灾害造成缺粮或缺水等生活困难，需政府救助人数占该省（区、市）农牧业人口20%以上、25%以下，或200万人以上、300万人以下。

4、Ⅳ级响应 启动条件：某一省（区、市）行政区域内发生重大自然灾害，一次灾害过程出现下列情况之一的，启动Ⅳ级响应：
