記得十年前，桂林城區的湖泊，還是淤泥壅塞、水質腐劣的幾潭水；不少危樓破房，雜陳於山水之間。城區建築物破舊，道路老化失修，嚴重影響了山水桂林的城市形象。人們對桂林山清水秀洞奇石美贊不絕口，卻少有對桂林市容市貌贊賞之語。
是您，一到任就提出：「水是桂林的城市之魂。水不活，桂林城也就沒有生氣」的獨到見解，可謂一直見血，正中要害。隨後，在您的領導下，市委、市政府的領導在深入調研後達成共識：桂林的戰略地位和知名度，來自於絕世的風景資源。城市建設只有實現「甲天下」，才能保護和發展風景資源的戰略優勢，才能從根本上維護廣大市民的利益，促進國際旅遊城市的發展。1999年，對於桂林來說是記不平凡的一年，對城區進行脫胎換骨改造、建設的決策的做出對於桂林的發展具有劃時代的特殊意義！這其中，兩江四湖景區的建設無疑是值得每一個桂林市民引以為傲得一件事。

我區2014年6月的普通高中學業水平考試和畢業會考將於6月16日至19日進行。此後，我區完成從回普通高中畢業答會考到普通高中學業水平考試的過渡，將不再組織普通高中畢業會考。本次考試，2011年入學的高三學生仍可進行一次普通高中畢業會考補考。今年全區學業水平考試報考科次數為137萬科次，會考補考考生的報考科次數為6.7萬科次。按照有關規定，我區學業水平考試成績公布採用等級制，分為A、B、C、D四個等級，其中D等為不及格。普通高中在校生只有滿足了綜合素質評價合格、修滿規定學分、學業水平考試各科成績合格、各科考查成績合格四個條件，才能按時獲得普通高中畢業證書。學業水平考試成績合格不僅是普通高中學生畢業的必備條件，還將記入畢業生檔案，成為普通高校錄取新生的參考依據。但目前我區普通高中學業水平考試成績暫不與普通高考成績直接掛鉤。按照這次考試的時間安排，有的考生在半天時間需要進行2門考試。自治區招生考試院提醒廣大考生、家長應該事先了解普通高中學業水平考試和畢業會考的時間安排，並據此合理復習備考，並調整好作息時間。
