更進一步，可以通過閱讀來不斷地鞏固你所學習的語法，也就是我們通常所說的培養語感，當你大多數時候靠語感來判讀分析一個句子的時候，說明你的英語水平已經很可以了，就像我們說我們的漢語時，根本就不用尋思它合理與否。

原題為被動語態，改回主動就會一目瞭然：
People believe the minister of Finance to be thinking of imposing new taxes to raise extra revenue.
1）believe sb. to do sth.（認為某人會做某事）的句式，其中不定式是賓語補足語；改為被動即為 sb. is believed to do sth.,不定式變成主語補足語。
2）think of doing sth. 考慮做某事
3）to be thinking of doing sth.（不定式的進行時態）要考慮著做某事。

2）可見抽掉的 most of those 是 Issues 的同位語，只有名詞、代詞、動名詞和 that 名詞從句才可以用作這種成分，most 是不定代詞，指代 issues 中的多數。
3）among the most 是介詞短語，只能作狀語、後置定語和表語，不能用作同位語。
