地球的儲水量是很豐富的，共有14.5億立方千米之多。但是其中海水卻佔了97.2%，陸地淡水僅佔2.8%，面與人類生活最密切的江河、淡水湖和淺層地下水等淡水，又僅占淡水儲量的0.34%。更令人擔憂的是，這數量極有限的淡水，正越來越多地受到污染。據科學界估計，全世界有半數以上的國家和地區缺乏飲用水，特別是經濟欠發達的第三世界國家，目前已有70％，即17億人喝不上清潔水，世界已有將近80％人口受到水荒的威脅。我國人均淡水為世界人均水平的四分之一，屬於缺水國家。，全國已有300多個城市缺水，已有29％的人正在飲用不良水，其中已有7000萬人正在飲用高氟水。每年因缺水而造成的經濟損失達100多億元，因水污染而造成的經濟損失更達400多億元。
可怕的數據表明：水資源短缺成了當今世界面臨的重大危機。因此，保護和更有效合理利用水資源，是世界各國政府面臨的一項緊迫任務。那麼，怎樣才能保護和更有效地合理利用水資源呢？從環境角度來說，最完善的措施是攔水和調水。改變水資源的時空分布。但這只是一個方面，而對於人類來說，更重要的是注重節約用水，提高水資源利用率：在工業方面提倡節水產業，控制污染物的排放，加強廢水處理；在農業方面應採用先進的灌溉方式（噴灌、滴灌）等。水是生命的基礎，它不僅關繫到人類生活的質量，還影響到人類的生存能力。所以增強水的危機意識，珍惜水，節約水，保護水資源，才是當務之急。
為此，我們國家制定了相應的節水措施，
我國國家建設部決定每年6月份的第二周作為全國城市節約用水宣傳周，目的是認真貫徹《中華人民共和國水法》和國務院關於《城市節約用水管理規定》，從而增強人們計劃用水，節約用水的觀念。
如何節水呢？有以下幾種方法：
1、節水為榮——隨時關緊水龍頭
2、一水多用——充分利用每一滴水
3、阻止滴漏——檢查維修水龍頭
4、監護水源——保護水源就是保護生命
5、少用洗滌劑——減少水污染
6、植樹造林——涵養水源

當然，這是遠遠不夠的，但是這些方法是每一個人都能夠做到的。
